So, after many tries, it seems that the issue was going from one holiday to the other, without clearing the mod and restarting the server without a holiday in between. Reinstalled turkey trial, then verified it was on. then removed and started server without the holiday. Afterwards, when we added winter wonderland it worked properly.I've used the command quite a few times on my single player game. It takes a while for the dinos to start spawning again. Though lowering the resource spawn slider seems to help. (Dinos seems to be counted as 'resources'.) I usually leave and load back in after using it. Just to be safe in case it crashes or freezes.
